It would make sense for them to just use the Kalos starters, since in PLA the setting is that you're part of a group of settlers from other lands and the Sinnoh starters are rare native Pokémon they wouldn't have readily available for you to take, but let's assume they follow PLA's lead and give you three starters from other regions.

Gen 8 seems to be the only group with no reasonable objection to them. And it would probably be Cinderace, since it's the most "European" and I don't think there's any other obvious candidate from the Fire starters, unlike Water and Grass.
It's pretty hard to argue against Empoleon as the Water starter. We did just do Sinnoh games but I don't think that means much. It's literally named after Napoleon. The only strong alternative to me would be Primarina, since it's a beautiful European mermaid fitting Kalos's aesthetic and also the first and only Fairy-type starter.
Serperior likewise feels like a strong candidate for Grass. It's very explicitly European and regal. They did pick an Unovan last time, but we might also be entering an Unova-shilling era with Indigo Disk and possibility of Gen V remakes in the near future.
