Water and grass had much more viable starters than it.
However Popplio in base form and Sobble in base or 2nd stage, also Quaxly in base form are cool. I think the evolutions shouldnt be so stupid and ugly but it adds value on the feature of not evolving your pokemon. Just dont evolve them, the games arent that hard anyway except from sections it is probably doable to win with a base form starter.
