Well, Delphox would've been perfect for it... but they chose psychic, and I guess they've just been too ashamed of that decision to make a proper fire/fairy.
The real question is, where are the fairy/ground types?

Fairy is conceptually just a mix of psychic and grass with a splash of normal, it genuinely brings nothing new to the franchise in terms of archetypes even if it was arguably helpful to overall game balance at the time it was introduced. If Celebi was a modern Pokemon it would be pure fairy.
