Its higher speed stat is also notable. 70 base speed isn't much, but it lets it get the jump on Scizor, Mandibuzz, Metagross, Tyranitar, Skeledirge, G-Weezing, Alomomola, Corviknight, Primarina, Skarmory, and Pelipper, all of which are notable Pokemon that outspeed Kingambit but not Bisharp.

Ursaring was actually banned from the Smogon format that let Pokemon use all of their abilities. Quick Feet + Guts made Ursaring scarier than all of the OU Pokemon also in the meta. Sure, it won't be reliable since you can't status it, but Ursaring would invalidate Toxic Spikes teams and punishing teams reliant on status.

>too slow to do anythingPrimeape is faster than Annihilape. 95 isn't fantastic, but with Ghost and Fighting coverage and higher attack than Annihilape, it'd be a monster of an RU/UU Pokemon.
Combusken still has Speed Boost. It outspeeds most relevant threats after 1 turn. Still a shittier Blaziken, but Blaziken is still great.
Qwilfish-H has Swift Swim.
