The former were prehistoric Pokemon with the power to change Earth irreversibly and the game built tension by having you go on a chase across Hoenn's seas. Plus they had their own seperate movies where the fake Groudon was horrifying.
Dialga and Palkia had a movie of their own where they basically caused a dimensional rift plus the stakes of the plot were the highest in all the series until Gen 7 onwards though they never came close to capturing the dread.
