Easiest way would be bumping it up to a speed tier higher than Clef. There is really no reason for it to be so much slower since it has a very similar shape/complexion and it's already worse at everything except the HP stat.

A more complex but sovlful buff would be giving it an ability to power up sound-based moves, and then give it pretty much every sound move in the game and a Sing upgrade unique to Puff. Now it has both an unique identity and actual utility to justify statistical differences to Clef.

Fluffy wouldn't outright fix Wigglytuff, but it would help, combine that together with it getting something like Soft Boiled and it could become a niche but decent physical tank, I always had a soft spot for this puffball despite it being as far and away from the typical type of Pokemon I'd normally like, really wished it got something noteworthy.

I know right. Before that the best way to get boosts was triggering competitive or unironically a throat spray. And neither will also give you a much needed defensive boost to survive with that garbage speed.

Fur Coat is better and more impactful

It is literally the Phys Def equivalent of Huge Power

For reference, Azumarill’s base attack is 50, Wigglytuff’s base defense is 45 (not too far off)

Yeah but Azumarill also relies on either Bellydrum or band to raise attack further. You don't get an equivalent item for Def but I guess you could spam Defense Curl and then start slamming

As is, Wigglytuff’s BST is a very low 435, and that was after they buffed its Sp. Atk (+10) back in Gen 6

Even with Fur Coat, it can just invest fully in its Def for more bulk like it currently does, thanks to its 140 HP
