Do the people in charge of organizing the World Championships pay to build larger gyms for the big PWC battles?

It was always under the implication that the gym leaders were the folks running the town overall or in both manga it was implied that there weren't as many pokemon trainners around as the anime and keeping pokemon under control would be a government funded effort.

The implication is the pokemon league is Pokemon world's equivalent to professional sports leagues. So obviously there's a company that organises and funds the league, and licenses out things like merchandise and media rights to make money. Ticket sales, TV advert revenue, and so on.
