That's mostly a consequence of Japanese sensibilities as well, especially coming from Japan's biggest franchise period. The government probably wanted to make sure Liko, filling Ash's place, would first and foremost serve to be an ideal role model for how women in Japan are supposed to be, which is why she has so many goddamned housewife-in-training-esque scenes.
