Their designer wanted them to just be cute water types, which makes sense since their final stages are big goofy jellyfish with mustaches or lipstick. But apparently the bosses wanted more ghost types, so they gave them red eyes and spooky lore. It just seems both a bit half-assed and disrespectful to the creator.
