>>56035074If you are playing Gen 3, there's a fisherman with only Magikarps, so you can waste all the roars and Struggle for the XP. You can also swap, classic Ralts first, useful Pokémon second. When she is level 10 (or was it 6?), she gets confusion, so is only a question of grinding.
Now as a Kirlia it gets tricky. She has evolved, but her stats haven't improved much. At least she has a larger movepool, so maybe you will want to grind with super effective moves.
After a while you will have Gardevoir.
I don't know, I never had problems raising one.
