I think it's just due to speed, they wanted the first stage to be the fastest and squirtle fits the bill better than bulbasaur or charmeleon, charizard is the most popular starter so they went with it for the last stage plus it can fly so ivysaur got the middle spot as a result.
If it were popularity wise I think they would've gone with Bulbasaur, Wartortle, Charizard
