It's certainly a possibility that another EF-Floette can come into existence as we literally see an eternal flower in Hoenn. Mythicals in Gens 4 through 6 added to the world building of the region they were introduced in, or in Hoopa's case being a reason for past legendary Pokemon to show up in ORAS. It'd be more accurate to say that it was Gen 7 when mythicals started being purely for shilling movies save for Pecharunt.

But they didn't bneed a bullshit to have past pokémon appear in remakes, fucking HGSS went and treated the super-ancient pokémon as if they hadn't been caught at the events of Hoessn, and Unova did the same.
They wanted an excuse to shill a mythical and tying it to the leggo hunt was the best way forward.
