Ehh, it's hard to say, even though Bianca bowed out of training seriously, come BW2 she was rocking a seriously powerful team. Cheren was so-so by the end of BW1 and his BW2 teams are pretty middling because lmao normal type gym leader lmao and in the Memory Link battle in BW2 Bianca winds up having a better team than him since half of Cheren's team is early route Pokemon.
Still impressive levels and probably could hit Gen 4 levels of bloat if you could rematch them infinitely, I never thought about ranking all the rivals against each other but these guys are definitely up there when it comes to Unovan trainers, though there are definitely way more powerful dudes in the region.
