The only thing he mentions early on is needing the legendary Pokemon to be powerful enough to free all Pokemon. Nothing about training which can also be seen with him constantly switching out Pokemon too.

It fits with the theme of Team Plasma operating with different goals in mind, but just because it makes sense doesn't mean it's high quality storytelling or fun to go through.
The bulk of the game up to the Dragonspiral Tower ultimately acting as a mashfest against weak grunts is pretty awful. It's not like there isn't things that can't be told either. For how important N getting the stone is, it's done entirely off-screen without any noticeable effort and where you're told this information by people suddenly appearing in front of you to go to the tower (which is conventionally right next to you).
To get the player's stone you actually do have to backtrack to the Relic Castle, find Ghetsis who tells you the stone isn't there, then you fly to Nacrene City to learn that the stone was actually in the Museum all along to have them hand it to you. Just the worst combination of time-wasting NPC fights with no challenge and completely boring progression.
