Sandwiches, 60 outbreak KO's and the shiny charm gives a Masuda-level boost to wild spawns in the outbreak and Masuda itself is still 1/512. That's easy enough (fuck, the charm gives shorter odds than the ones you suggested, and even with the charm, they're still rare as fuck because there's 1,364 chances for it to NOT be shiny).
