most of the forms were carried solely by their typings and movepool being good. it was no surprise that ghost, fairy, steel, and water silvally were the best ones in a vacuum, while others like poison, dragon, flying, and dark were still respectable but a bit more niche. you even had the shit tier ones like rock, bug, and fire.
