Vileplume isn't grass/poison because hurr pollution, it's a fucking rafflesia, the plant that smells like rotting flesh. Victreebel isn't grass/poison because hurr pollution, it's a pitcher plant which are full of digestive acids. Venusaur's plant is fictional but it comes from the tradition of plant based kaijus that tend to have noxious spores.
If there's a point that can be made is that Kanto humanized plants that have inherent "agressive"/"offensive" traits that translate well to a game about fighting monsters while gen 2 just picks random plants, feminizes them and calls it a day. A fucking sunflower, a fucking hawaiaan hula dancer, a fucking dandelion/cotton. Such great fighters! Bravo
The reason kanto is full of poison types is because lots of pokemon simply happen to be based on creatures that are poisonous/venomous. You could say Zubat is questionable but even then the alternative(normal/flying) would fit even worse and bats are disease spreaders anyway.
