BST 500 is higher than most mons period. (at least the the time) Even among the KANTOOOOOmon only Snorlax, Lapras and Arcanine are noticably higher wiithout being a legendary or a pseudo.

It had decent stats and Megahorn. The issues were how late it learned Megahorn and the lack of any decent fighting moves for Heracross in that generation, leaving it with a predominately normal-type base moveset. But the sheer strength of Megahorn meant it still had uses once at the right level.

And even then that’s just how most physical attackers were pre gen 3. Heracross learning Megahorn at all put it far ahead of the curve. And even without it The damn thing has 125 attack you’ll likely get it before the 3rd gym..
