If two different kinds of tea ghosts in a teacup are considered convergent species, shouldn't the same apply to two different heart-shaped pink fish as well?

Their facial structures are too different different and, aside from the vague shape and hue, these two don't have much in common. They need a common thread beyond shallow resemblance, otherwise Dragonite should evolve from Charmander.

That was the stated theam behind like half of Unova's dex.
It was the first game outside of "japan" so it had a different fauna taking the same niches, literally convergant evolution.
