Johto's were the only ones were specifically set up to fail and sabotaged so that Kanto's would look better. They get the least shilling, spotlight, and buffs out of any starter by a large margin. The only reason Gatr isn't rotting in FU teir is because its impossible to be a water type with a starter BST and be a shitmon, and even then outside of of getting Sheer Force it gots next to nothing from TPC (though it did recent be used for a fanart contest so maybe the person at TPC who hated Gatr specifically left or something).. Meanwhile Typhlosion was practically blacklisted from the franchise until PLA and considering how disproportionally popular Typhlosion is compared to the lack of shilling (it legit might have the highest popularity to shilling ratio of any Pokemon consider that it even has fans despite never being used appearing in nothing for almost 20 years). so Game Freak had to give it some sliver of attention and even then rather than give it a super saiyan form it just a regional.
