Groudon/Kyogre > Lugia/Ho-Oh > Dialga/Palkia > Reshiram/Zekrom > Solgaleo/Lunala > Xerneas/Yveltal

Honestly, now that I'm looking at it, Lugia/Ho-Oh might be the most forgettable to me. Everyone else has something going on for it.
Groudon/Kyogre has primal forms.
Dialga/Palkia has origin forms.
Reshiram/Zekrom and Solgaleo/Lunala are fusion material for their third legendaries.
And Xerneas/Yveltal are bound to get something with Z-A.
That leaves us with Lugia/Ho-Oh, who got nothing officially and aren't even related to each other.

That's because only one was intended to be part of Gold and Silver, when the tranny decided to self-insert, they had to scramble to add it to their game, as the whole point of the toy advert was advertise toys of creatures in their games. I wouldn't expect anything for them two, they don't acknowledge Lugia if they can help it due to not actually creating it (like they don't recognise orre, despite letting the creatures caught in it travel to their games).
