Granted, it got +10 base attack and Speed Boost in X/Y, but that was enough to make it a genuine threat considered stronger than Gyarados, Haxorus, Arcanine, Infernape, Lucario, Suicune, Snorlax, and Metagross. It was and is still a fantastically powerful Pokemon, easily the best early game Bug type in the series with 2nd place going to Mega Beedrill.
112 speed is genuinely amazing in Gen 5. Access to Megahorn as soon as it evolves (through move relearning) and Poison Jab on Route 6 (in B/W) means it has amazing STAB options the moment it evolves. 60/89/69 defenses put it on the frail side specially, but physically it can take a surprising amount of hurt. It also notably has a really strong movepool, what with its access to Spikes/tToxic Spikes via breeding, Swords Dance, Toxic, Earthquake, Rock Slide, Pursuit, and Baton Pass. Granted, you probably won't be breeding it unless you want to take it to the PWT, but there it's genuinely really good as a bulky hazard setting lead or as a baton passing menace. I cheesed so many wins in the PWT by baton passing Agility + Swords Dance to my Garchomp it's not even funny.
