But Gold/Silver were seen as an extension to the existing Pokemon universe, which is why they take place in the same/neighbouring region and mostly feature the same Pokemon. It's only really from gen 3 onwards where each generation became a blank slate and the previous region/Pokemon/features/etc. was put on a shelf/ignored to make way for the new ones.
You could argue that the newer approach is better, but it's pretty stupid to level the lack of emphasis on "gen 2" Pokemon as an objective criticism of gen 2 since they had a different design philosophy back then.
