The Tiny Turtle Pokémon and its evolutions have the deadly combo of Ice Beam (purchasable in Celadon City in RBY), Dig/EQ and Water Pulse/Surf, which tears everything apart, and it resists Misty and outspeeds Lieutenant Surge's Mouse Pokémon by the time you get there with all the EXP. points you get. The only context where the Seed Pokémon has a better advantage is if you do a Nuzlocke or try to have a balanced team instead of soloing the game with your First Partner Pokémon.
