They were just as strong as the GenWun Pokemon everyone cocksucks and even during Gen 3, Gen 2 Pokemon were still strong (argueable stronger than Gen 3 mons). .
The only reason Gen 2 Pokemon are so weak now is due to the powercreep, but not having GenWun privilege of constant shilling and buffs or Hoenn's Mega-verse privilege.

So really the only thing Johto can be faulted for that other gens don't also do is not using Gen 2 Pokemon enough in NPC's teams, and this genuine point falls apart a bit because if you look past the gym leaders the Sprout Tower boss uses hoothoot, Archer uses Houndoom, and the Elite 4 uses several Johtomons.
