Not comparing them with each other, but with other pokemon of its type. Are there eeveelutions that are considered to be great within its typing? Thereby making them a good choice of evolution. How would they rank if you based them on that?

umbreon historically was pretty good, followed by maybe sylveon. but they are all outclassed these days.

Yet everyone likes to shit on Flareon but no one dares to say anything about Sylveon. All the eeveelutions have shit movepools. What is Glaceon going to do with that 130 Special Attack when a majority of its movepool outside of STAB is physical filler shit?

Umbreon is an outlier among Dark Types.
When most dark types are offensive pokemon, Umbreon is a tank/support.

Jolteon is also Ok.
It still one of the fastest pokemon in the game and people like to use if Raikou, Regileki or Mega Magnetric aren't available.

Jolteon, Vaporeon, Umbreon, Espeon, Leafeon and Sylveon are all good.
Honestly all eevees should get some more moves or ability changes.

Replace quick feet with speedboost.
Add Energy ball to movepool.

>Flareon
Replace Guts with Fur coat.
Add Morning sun, Fire lash and Crunch to movepool.

>Vaporeon
Replace Hydration with Poison heal.
Add Toxic, Sludgewave and Body Bodypress to movepool.

>Umbreon
Add Cosmic power, Poison and and Bodypress to movepool.
Maybe exchange Syncronise with Serene grace.

>Espeon
Already has great movepool.
Replace Syncronise with Magic guard.

>Leafeon
Add Aqua cutter to its movepool.
Replace Leafguard with Sharpness.

>Glaceon
Replace Snow veil with Snow warning.
Add Aurora veil, Aqua ring, Surf and Dark pulse to movepool.

Because Sylveon was actually decent for its time, especially in Doubles. Its another victim of powercreep now but I wouldn't call it completely useless. Pixilate Hyper Voice still hits like a truck and it can be quite tanky against Special Attackers.

The Galapagos finches that Darwin studied have beaks that are adapted to specific food sources. It's different from Eeveelutions, mind you, and if Darwin ever saw Pokemon, he'd probably beat Tajiri to death with a ruler. What's true though is that both have particular niches. For Eeveelutions, it's their monotyping, two high stats, and limited movepools, that restrict them to the roles they have.
