It isn't like XY, where Lumiose is the worst of both worlds since you have almost no control over the camera AND it's dynamic. It's understandable though, the Old 3DS didn't have the nub that lets you control the camera. So instead of being an insane person decision it's a "Super Mario 64 DS" decision of "why would you go out of your way to do this?".
