So Fire, Water, Grass, Electric, Psychic, Ice, Dragon and Dark. And also Fairy, which would've likely also been special if it had existed at the time. Ghost was a physical attack type (for some insane reason), so it would've never gotten an Eeveelution. We could still get a Dragon one, though. That would be cool. All Eeveelutions are also Special Attackers, which makes this all work well.
What we really need is an alternate Eevee style Pokemon. Something that gets a bunch of evolutions and acts the same way, but opposite. So all the evos are the physical attack types and the Pokemon and its evos are all physical attackers. Could be a regional Eevee or a convergent Pokemon or it could be a completely new and unrelated Eevee antithesis.
