I think you're just over estimating how much bearing an inspiration has to have over the design. I think it's pretty likely they used Anubis as a minor reference, that doesn't mean it's literally just the Anubis Pokemon. A lot of Pokemon have multiple inspirations, some that present themselves stronger than others. In Lucario's case I think they were trying to make a largely original mon for the franchise and not have it be an obvious analog to anything, but it would surprise me if Anubis didn't come up at some point as at least a minor reference while making a humanoid wolf /jackal. You're right that they probably leaned more heavily into it later than they intended, but it was likely there all along just to a lesser extent.
