Non-legends who get their best movesets without any items:
Dragapult (gets Darts, DD, U-Turn, and Phantom Force on evolution)
Mimikyu (gets Play Rough, Phantom Force, Wood Hammer, Shadow Sneak, which you can sub any of those for SD or keep)
Dragonite (gets Outrage, Aqua Tail, elemental punches, Roost, and DD)
Revavroom (gets Iron Head, Poison Jab/Gunk Shot, and Shift Gear)
Scolipede (requires Ability Patch, but gets Protect, Megahorn, Poison Jab)
Kingdra (Rain Dance, Hydro Pump, Dragon Pulse, worth noting because weather control can be huge later on)
Legends worth prioritizing
Groudon starts with Precipice Blades and Lava Plume
Ogerpon can use all 3 masks every run if you buy them
