Their unnatural construct make it unlikely for them to be encountered in the wild.
The unique way to restore them from fossil also make it less likely to have them if other fossils are present.
off course GF can lazily just made up BS reason for both.

The best thing you will have will be a cameo in an anime special episode or game cinematic where the MC travels to prehistory and only manages to see the tail or footprints of the original Pokemon, in the case of the aquatic ones only its silhouette underwater and a character saying " The Pokemon world is full of mysteries" or some cliched shit like that.

What about marine reptiles? Also GF is not so meticulous about details like that, they placed a T-rex(USA, Canada) in France, a Chasmosaur(Alberta) in Hokkaido and an Archeopterix(Germany) in North America.

They could have given us a fucking mosasaurus or an island full of pokemon dinosaurs being a lost paradise trapped in prehistoric time with Lapras and Tropius as filler and call that a day and everyone happy, but NO, take your Pikachu park.
