Even FR/LG changed it's location, and the aspect of Yellow where it can be used to fight Brock.
Basically, it was made when STAB was a bonus, not a given, relying on TMs to have a decent movepool, the risk/reward of evolving early vs missing out on moves, stats that give it a crippling weakness, giving a pokemon moves that aren't the best on it simply for coverage and utility(I need someone who can do icebeam/thunderbolt/fireblast/surf, Nidoking will do), and most of all- a glaring weakness to two of the most common things you'll encounter(psychics and EARTHQUAKE). These are all faults of Gen 1 that, while not entirely fixed, aren't what most people will deal with these days
I think the only way to really salvage it would be a regional form with different typing.
