I get it - the E4 should be the highest in the region, so it makes sense for every other trainer to be lower leveled.
However, we are fighting them AFTER the E4 so there should be an additional challenge. Simply raise the levels of the E4 the second time around. It would have been very, very simple.

Take that into account when looking at Bugsy.
