I think you can strike the perfect balance by having prepared biomes/areas which you are allowed to catch within, but due to time constraint and such I can't imagine we'd be able to make something like that.
Prepared biomes give

Giving a brief grace period would balance things out since no one has the time to EV train ALL their mons, nor constructing a OU team which will sweep the tourney.
Even if the best players on the serb try to construct some preplan of pokemon they would probably run into problems getting the right ones to spawn. We COULD incentivise trading during tourney or BAN it to prevent people from getting their hands on a preplanned catch for some OU team.
Again here prepared Biomes could help if they were random and not disclosed earlier since tourney organizer could prevent players from conceiving of some autist team before the first ball is thrown, and instead FORCE them to run around and think on their feet.
