I don't like how fat it's upper body is compared to the rest of the body, I liked how Ursaring looked goofy as "literally just a bear", Ursaluna is more monster than bear, which would be good as a new pokemon, but not as Ursaring's evolution

This was some dumb branding guidelines from TPCi. The Japanese version has as far as I know never abided by this, and I believe even the localizations of recent games have used 'he' and 'she' for certain Pokémon, though I admittedly don't recall any examples off the top of my head.
