The main appeal of Arceus is that its an action/stealth game. Hide in tall grass, sneak up on pokemon, get close to them with smoke bombs, toss pokeballs at them when they're not looking at you.
Plus we finally got an actual JRPG style story and sidequests instead of "beat 8 gyms then elite four and champion"
The fact that Arceus was "open world" (and it wasn't really, no more than Ocarina of Time was open world) isn't really important and no one cares about it
