When we see Dialga and Palkia who will actually destroy our Universe in the DP scenario to recreate a new one, that we have Arceus in the Sinjoh Ruins who can recreate a dragon (which confirms that they come from him), that these Pokemon actually control the dimensions, with the addition of LPA content to support it all. Masuda can say what he wants, it doesn't change that all the plots revolve around their powers which makes their legends factual.
Arceus is never referred to as a god, we have rarely seen NPCs worship him or consider him as such. But what is certain is that it is one of the most powerful Pokemon in the bestiary, and that it created the Universe but his involvement or his role stops here. He is much closer to the incarnation/personification of the Big Bang, than to a real all-powerful god with his religion, who will judge souls, tell you how to behave, etc.
Then the strength of a Pokemon is not just limited to its legends, it can support their characteristics, but that is not everything. Mewtwo or Koraidon have almost no legend, yet you know that they are stronger than the majority of Pokemon. It's the same for Latios, Latias, Heatran, Regirock, Articuno, etc. They have no mythos per se, or have something very light at stake, yet you know that they are stronger than a Charizard, but weaker than a Mewtwo or Koraidon.
