2. Those are Pokémon that don't relied on heavy of their ability and use their typing for their advantage. Or Deoxy-S case, it is relied on it's support.
3. That is the case. Have you forgotten the amount of new Pokémon that can get stronger thanks to their ability protosynthesis? There was 10 and 5 of them are in OU right now.
As you said, it's only good on Rain teams, but there are not a lot of pokemon that can abuse rain right now and those who did (ex: Archaludon) are banned. It's too relying on this one ability. If Skew had another ability, like tough claw, it would would clearly be OU, no matter the situation.
