I def see your point with the Elder Scrolls comparisons, but I think it's a bit different in Pokemon. The shift in style from 2D to 3D was pretty drastic and the gap continues to widen, but I don't think the gen 5 graphics are inferior per se, despite how many years it's been. I think gen 5 was their peak for pixel art and then they started fresh with a new medium, a lot of people think Pokemon still has a long way to go in the modern graphics and stylization departments over 10 years later.
Me personally I think quality pixel art is a timeless artform, something we see less and less over the years. Street Fighter 3 has beautiful and fluid pixel art too, but Street fighter 4/5/6 can afford to have and sell tons of extra costumes and cosmetics like that over pallete swaps because of the 3D medium. Pokemon itself has had character customization now only since gen 6 (gen 9's is pretty dogshit tho...).
If you want something more modern, I loved Legend's Arceus. Only Pokemon game I've ever felt incentivised to actually fill a Pokedex, and it's a world of difference in how engaging and tense it is. You can actually be attacked in that game, you can sneak up on Pokemon for a sneak attack, distract or separate them with berries, or just rush them with stun items. First game of theirs with open world that isn't just some open grassy pit with random weather like Sword and Shield's wild area. No random lag spikes or crashs like Scarlet and Violet's more fully open world experience.
I did LOVE the final story of SV though.
