With all the anime companies, Bandai Namco, Konami, Capcom, it's a free for all and they'll even recruit artists from the amateur H art space if they're good enough. But Nintendo has always had a stick up their ass, which is hilarious because GameFreak definitely had lolicons on staff when they were designing all those girls in swimsuits in the early games.
Everyone has always scapegoated GameFreak, but Nintendo has always been the real problem. They've always been the ones keeping this franchise from what it could be, and it's really obvious if you also play similar franchises published by Atlus/Sega/Bandai Namco.
