Just think of that episode where Ash rides a Ponyta. It doesn't trust him at first, so when Ash tries to get on its back to ride it, it makes itself hot and burns him to get him off. But once that trust is built, the "fire" is harmless. The Charmander line works the same way with its tail flame.
