For me it's

The zorua line makes illusions to hide, of course they're harder to find.
It makes sense they would be hardest to locate in their home region of which they would have decades to practice hiding. Especially when you take into account the zoroark in BW2 speaking English, literally saying they're around just in hiding.
And yes it is English, Unova specifically puts a large emphasis on foreign languages that the MC can't understand.
