Seel, probably. Mostly because it's just a boring worthless design. Similar arguments can be made about Dewgong. Seel at least has an excuse of the original design being so fucking awful that whatever they made would look better. Seriously, have you seen what it looked like before?

Probably Poliwrath do to how much it lacks the charm of Poliwhirl despite not being that much different in appearance. Still not that bad, a 5/10 design at worst.
