Why does Professor Laventon give you Cyndaquil, Rowlet, an Oshawott instead of a Sinnoh starter? Why they got cucked in their own games?

Hisui is not Sinnoh but it's surprising to me if that implies those starters originated in Hisui all along, it means they're not native to Johto, Alola, or Unova respectively.

Because Hisui Pokemon at the time were still too hostile or skittish to catch, and Laventon isn't a trainer nor is he skilled at catching Pokemon.
He brought Oshawott, Rowlet and Cyndaquil over from regions that are more advanced than Hisui when it comes to taming Pokemon.

When does he say they were acquired from specific regions? This is important because it implies that the regions had contact with eachother in the past even though Sinnoh was only just recently discovered.

landorus, rillashit and shadow the samurott are all good in comp and yet are despised by normal people.
meanwhile dracovish and the other galarian fossil (even the ice type ones) are loved for their creative designs and fun gameplay mechanics.
