I just want to play Emerald's Battle Frontier with fair RNG.
I don't want to be Guillotine'd 3 times in a row, I want fairness.

You need a consistent team, not just a competitive team. If you lose once you lose your streak, you'll probably even need some no-miss moves like Shock wave to deal with minimize/double team shenaningans, either that or a good phaser/haze mon. A sturdy mon who can 1v1 walrein is also good as you can get destroyed by quick claw sheer cold hitting three times.

It feels true when bullshit happens but it's a good question whether the NPCs genuinely have better chances than usual or it's just you playing a lot of battles back-to-back until you eventually run into unfavorable RNG because as it turns out Pokemon has a lot of it decided by randomness when you don't play with fanfic rules.

It's not necessarily that they have better RNG. In fact, both the player and the AI have the exact same RNG seed, determined before the battle even starts. If you were to save-state, you could change your actions to change their actions. What seems to actually be happening is that they see a good RNG value and fuck you over at every opportunity, and if they don't they simply try a different strategy.

But thinking about it, that would imply the AI will never miss a OHKO move because they know whether it's about to hit when they commit to it and on the other hand they should never select it if it's about to miss.

Pretty much exactly how it is, give or take the AI deciding not to for some reason (I'm sure there's a decision tree they go through). Interesting fact about the Gen 4 Battle Tower, specifically Multis with another game, the RNG seed seems to be determined before the initial connection, if you load the same save files before your streak you fight the exact same opponents and the RNG seems to be the same as well. It's been a while since I tested that, I might be misremembering some details, but you can try it yourself too.

But the AI can miss. Even if the hit rate seems insanely high so I wouldn't discount the possibility of somehow ending up picking the OHKO move even when they already know it's a miss due to every other move being discouraged harder

Yeah, like I said, decision trees impact this somewhat. It's extremely noticeable in Gen 6, where you've got True Ant taking advantage of the AI not having the option to switch and FEAR taking advantage of their targeting decisions making almost every format trivial.

iirc unless impossible due to 1:0 gender ratio, all the trainer mons will match the class gender.
Youngsters only use male mons, Lasses only use female mons, etc.

That only mostly applies in the campaign. Even then some teams have more variety, especially in later generations, and it has never really applied in the Battle Tower and similar places to prevent exactly Attract cheese.
