yes, but you need American coloseum bonus disk
Japanse coloseum, japanese coloseum bonus, Pokemon XD, pokemon fire red (add pokemon leaf gren if you do not want to reset your game) . Pokemon ruby or Sapphire (does not matter).
And finally Japanese emerald with UNUSED old sea map.
Make sure you pick the 2 different fossils in Kanto and the 2 different Clamperl items in Hoenn.
Get ready to pay for more than 1000$
Or take the redpill and inject the events

that's for the fossils, anyway you will need to reset for the starters but you don't to reach Mt. moon if you use fire red and leaf green. the other version exclusive you can get in coloseum and XD for the johto mons

I mean technically you can just distribute yourself the event. The distribution rom leaked, all you need is a pair of wireless adapters for your gbas. I would consider that to be a fully legit way of doing it.

There are 100% legitimate repeatable ways to get celebi and jirachi but for mew and deoxys you either cheat or go to Japan and play the used cartridge gacha.

Pokemon has been FOMO slop since its inception. Imagine if there was a character in a fighting game that was better than every other character, but you had to travel hundreds of miles, maybe even fly, to get it in person. You'd essentially be paying over 10 times the price of the game just for a DLC that has one broken character in it, and there was nothing restricting people who had that character from battling against people who don't. Everyone would hate it, but Pokemon gets a pass for no reason when has done the exact same thing. In literally every single installment.

I've been thinking of doing a chronological Pokédex completion run of Japanese Gen III starting with playing Ruby and Sapphire at the same time. I'd get 200 between them, get a Jirachi distribution, and then work through Colosseum and its e-Reader to get 66 of the missing 80 Gen II Pokémon (it would be a bitch though since I'd have to soft reset for the evolved Shadow Pokémon to be female so they could breed in RS) for a total of 287. Then FRLG would cover another 98 counting events, leaving Mew for Emerald. But without events or the GameCube games, you could get 380 between the five GBA games.
