Ice type itself was never bad. Most of the pokemon just have awful stats and can't take advantage of the fantastic offensive typing. You could argue that ice type mons had been gimped for all this time because the type was so dominant during the first generation. Four of the five ice types were good back then. Blizzard had 90 accuracy. FRZ would never thaw. The three best types in the game were nerfed into the ground, but Game Freak took a different approach with ice by nerfing its broken aspects and kneecapping the development of future ice types.
Ask yourself, how many offensive ice types were made in between Jynx and and Galar Darm? How many of them weren't slow as dirt? It was just Sneasel (who was gimped by pre-split), Weavile, Mamoswine, Cloyster starting with BW1, and the 660+ BST Kyurems.
