Going into the Cave of Origins with Juan for him to tell you about Rayquaza, then there's the problem of where it can be found - which is maintaining the tension. But, there was never any side quest or much you could have done up to this moment to have special knowledge that Juan wouldn't/shouldn't himself (hard to believe he wouldn't know Ray is at Sky Pillar if the player kid can)
You could have found Sky Pillar, and went to Pacifidlog and I think some NPCs would allude to it, plus if you call May/Brenden they mention a green pokemon flying around the sky on that route - iirc. So there was a potential reward for optional exploration here in the climax, but the payoff for it is scuffed.
Because he basically just tells you it's at Sky Pillar. The other two options are ridiculous (one of them was Cave of Origins - uh oh, it's right behind me isn't it?)
Then you do nothing to wake up Rayquaza but speak to it. Nothing special, just HEY YO. and it's off. Would the apocalyptic weather not have...?
So yeah, that's why. But I still appreciate everything you said about it as well. Nice for someone here to think it out instead of dismissing
