>>56171346I don’t want to repeat what has already been stated, but I will say Moon based Pokémon were originally somewhat associated with the Psychic-Type, such as Lugia and Lunatone who still have their Psychic-typing. Clefairy while being Normal-type used to learn a decent amount of psychic moves.
It is also worth noting that in generation 3 all moves learned by Skitty through level up were Normal-type expect one, and it was Faint Attack, a Dark-type move. In Gen 4 and 5 she also learns Wake Up Slap by leveling up, a fighting-type move. Dark and Fighting types are opposed to the design philosophy of the Fairy-type. If she used to learn more psychic-type moves normally I would get your point, but she does not. It’s actually unusual for a Normal-type to normally learn so little moves of other types, even in Gen 3 where Normalize didn’t exist. Off the top of my head, the only Normal-type Pokémon in Gen 3, that I can think of that, also only learned one move of another type through level up, which was also a Dark-type move, is Rattata. Absolutely no one would claim that Rattata or Raticate should be Fairy-types.

Many Hoenn mons got a lot of changes, including type changes. Delcatty was atleast slightly remembered by GameFreak because she is apart of both Wally’s and Shauna’s team. So the argument that she didn’t get Fairy-type because she was forgotten about does not hold water.
