You are not given the answer directly, you're given clues.

It's a simple puzzle (kid's franchise) but they aren't direct instructions.

Also this was Gen III, kids who played Gen II were already used to deciphering ruins in the previous Pokemon game from the Unknown
It was also hyped up in Nintendo Power and such

I'd say most thought it was too simple

The version I bought either had a tiny leaflet that young me would never consider a manual, or didn't have one at all. I was stuck there for a decade or so till I remembered about it and got curious enough to go check the interwebz for answers.

It's an interesting thing in that it was easy enough if you were aware of what Braille was, which you might have been as a kid if you were taught about Helen Keller, but if not, it probably would be a jump to make without a guide of some kind.

Are kids not all taught about Braille? I was about 13/14 when I played this and I’d come across it many times. It was immediately obvious what it was, I didn’t even use the manual I looked it up in the back of our dictionary.

I was in elementary when they were transitioning from teaching cursive quite some time ago. Although, I had no idea what braille was but my mom did when i asked her. She didn't know how to read it but it was fun to go to the library and check out a braille book to translate.
Then it was joy of translating the regi puzzles and catching what is now my favorite legends in the entire series.
Was it hard? No. Was it fun? Yes.
